Maureen is a Government Relations & Strategic Consultant. In 1994, Maureen was appointed by Federal District Court Judge Thomas Hogan to serve as a strategic advisor to the LaShawn General Receiver to provide oversight of Washington, DC's child welfare agency.
Her advocacy on Capitol Hill has resulted in the introduction, passage and implementation of a wide range of large scale reforms of child welfare, adoption and child abuse and exploitation laws.
In 2006, recognizing the inadequacy of civil sanctions for predators downloading child sexual abuse materials she promoted the introduction and passage of Masha's Law, a bill that was signed into law in six months tripling the civil penalties to ensure more access to civil justice for victims.
In 2010, Her advocacy for children exploited on the internet further resulted in the high profile and successful challenge to amazon.com's practice of harboring materials promoting pedophilia.
She is currently involved in major campaigns to ensure adequate investment in law enforcement to attack child exploitation online more effective. She also continues her work in child welfare reform to make the foster care system safer and more responsive to the needs of abused, neglected and exploited children; to expand recruitment for permanent families for older children in foster care; to ban private rehoming in adoption and to ensure more accurate reporting in the child welfare and adoption systems.
