UEFISCDI, a public institution subordinated to the Ministry of Education and Research, ensures both the conduct of studies that substantiate the distribution of funds allocated from the state budget for universities and the administrative coordination of programs and subprograms under the National Plan for Research, Development, Innovation (PNCDI). As a research funding agency, similar to prestigious international agencies, it organizes competitions and subsequently monitors the implementation of projects accepted for funding. Through PNCDI IV's coordinated programs, it manages approximately 22% of the public funds allocated to research, development, and innovation.

Also, based on agreements concluded with the Ministry of Education and Research, it ensures this at the level of the National Recovery and Resilience Plan (PNRR).
