With the proliferation of disinformation and rapidly evolving information landscapes, the resilience of democratic institutions and societies is being tested in unprecedented ways.

Networks of Resilience seeks to examine regional strategies and responses in countering information threats from the grassroots. By fostering cross-border dialogue and sharing best practices, we aim to strengthen preparedness and the capacity of civil societies to preempt, identify and respond to information warfare.

Ultimately, the event would catalyze further engagement and structured collaboration among civil society actors, experts and transnational diaspora networks from across the region.

The event is organized by The Diaspora Initiative (TDI) in partnership with Independent Ukrainian Communicators Initiatives, DiasporaConnect, Noroc Olanda Stichting, DOR - Romanian Diaspora Association (UK), and Romanian United Foundation (RUF, United States).

Objectives of Networks of Democratic Resilience

In an era of relentless information threats, the resilience of democratic institutions and civil societies is being tested in unprecedented ways. Safeguarding democratic integrity requires a coordinated regional response, adaptive strategies, cross-sector collaboration, and proactive countermeasures.

Indicative Areas of Focus

Civil society coordination involves strengthening regional and transnational networks alongside collaborative efforts among (grassroots) civic groups - both formal and informal, online and offline—diasporas and public institutions/international bodies.

Strategic Communications & Countering Disinformation addresses effective messaging strategies to combat influence operations and foreign interference.

Digital & Information Resilience aims to identify vulnerabilities, promote media literacy, and leverage digital tools for civic empowerment.

Elections & Democratic Integrity builds on good/tested practices regarding independent electoral monitoring, transparency initiatives, and good governance norms.

Urgency vs. Long-Term Strategy seeks to balance immediate crisis responses with long-term oriented resilience efforts.

Andra-Lucia Martinescu

Expert at the European Union Global Diaspora Facility, Brussels
Andra's main research interests are migration and diaspora analysis, particularly related to the Romanian diaspora. She co-founded The Diaspora Initiative, a non-profit research project focusing on these topics
